Right now our papers are in Foreign Affairs in Haiti. For those of you in the Haiti adoption process you get this and for everyone else you won't. Here is what I've heard Foreign Affairs is:
When all the papers are back from Legalization & the Ministry of Foreign Affairs & the child's paperwork's finished, the dossier's prepared for the National Office of Social Welfare (IBESR) & send it to the lawyer. The dossier consists of 1 original document dossier & 2 copy dossiers
So that looks like we're headed to IBESR next. I'll let you know when we get there. Anyone been here done that and want to give me a heads up on what to expect. How long were you in IBESR? Anyone in IBESR right now with bio kids at home?
Caremlo was in IBESR for 3 1/2 months, but he was in with a group of medical/handicap files because of his burn. I think the girls were about in there for 5 months. The MOI place is what has been holding so many up lately. Keep your chin up!
I think it was unusual, but I was stuck in first legal for 3 months. Then, there was a month of preparation after first legal before going to IBESR. Thankfully I was only in IBESR for 4 months, Parquet for 2, Courts/2nd legal for 1, and now in MOI for almost 3.
I know that some orphanages are having trouble with IBESR again- only because they won’t approve dossiers that they know Parquet will not sign. Parquet is blocking around 100 dossiers of families with biological children (so I’ve heard). It is because of the 1974 law and the proposed law both restrict families with biological children. RIDICULOUS! But you know, I have 3 kids and somehow we passed through…so nothing is impossible…but we still need to pray for those families that are stuck there. It’s so frustrating.
I hope you have a very short adoption process. Those sweet little babes need their mommy. Blessings!
We have been in IBESR for almost five months and now are working on a letter to President Preval for a presidential waiver. I am praying hard that things change soon.
We were in IBESR for almost 10 months in 2007 & got our referral in July, 2006. Once again we hope for THIS Christmas!!

We are in IBESR. We have one bio child so we are in a similiar boat. We’ve been in IBESR since September.
